The OST's Amazon page credits this song to 'Arthur Holten' - though it's misspelled there. Or perhaps it's not. Therefore this is technically correct - "the very best sort of correct". I'd better fix it anyway in case more 'Arthur' songs are added. What bothers me is that they don't add the mp3s to these songs.

You are also correct. The single song here is from the first Arthur OST from 1998. There's no single artist to credit it to, though. ...The 'various artists' bug is a big one that Wayne needs to fix.

That's not what concerns me. What if more 'Arthur' songs get played on shows?

We concocted a solution for that years ago. Instead of having a disjointed mass of artist pages about the same subject (in this case, one TV show), all are put under one artist page and any individual contributors to the works are credited on each song page.

When the song pages were reworked back then, we added a lot of new categories to credit those involved in the song's creation - mostly to keep the lawyers off Wayne's back, but also to make sure everyone who worked on it can get a credit on the page.

We keep the lawyers away; everyone gets a mention. Everybody wins.

This one had variations on the song title and artist especially if you google search it. I've never watched the show personally but Darren was 100% sure on the title and artist. 

And if there was only one, with no prospect for more, I'd call it that.

But it's one of many OSTs. ...They don't call them that. It's not a marketable, kid-friendly term. More could be potentially added, so the page name must remain "Arthur (TV show)" - as opposed to "Arthur" the movie(s) or any artist with that first name.
