Here are the guidelines...

# The contest is open to anyone; amateur or professional

# It must be a Christmas, Hanukkah or Kwanzaa song

# It must be new - not previously released or distributed

# It must be submitted by an author or performer of the piece (no "look what I found" entries)

# The members of The Mad Music Archive will vote for the winners in December

# All songs may be played on the show, but all will be streamable via the website

# Must be covered by the Creative Commons License

# Must be able to be played on the radio (please censor if necessary)

# Voting starts with the first submission

# There is no limit on the number of items you can submit

# The contest is non-exclusive; you can release it/stream it on MySpace, the FuMP/Sideshow, wherever you want, as long as it's been created in 2009!

Maybe he want to change a few of these a bit, but this should express the important points.
